Yes, there is no need to restrict to any particular region when the net has made this whole world in a mouse click. Actually you can start a general webmaster forum and create a seperate section for indian webmasters, that way you would get more traffic too.
im indian, but there are already many many indian cultured web forums out there, but its not as saturated as general webmaster forums though.
How about you start a forum in your region (if its populated decently well with indians) and you can organize indian community programs etc., thats always a good way to start with an indian community, and then branch out from there.
I agree with the forumguy, when the net is universal then why to restrict, let all give their opinions in your forum on indian community. That way you will have more traffic too.
