Is the link building so important so as to get an higher Pagerank. If yes then it's so we have to buy links to our site with someone of higher Pagerank. What the google really look about to see with links on higher pagerank.

Link building is key! However, I wouldn't waste money buying links. That's like paying someone to simply mention your name in a conversation. It will help with your page rank, IF the link is to a site relevant to yours.

Ex. If you are running a gambling website, and I have a flower shop, I'm not going to link to you, and you to me, as our sites are not even remotely related. (unless, of course, you were a local customer, in which case it may help with local business)

Buying links is absolutely not allowed if you want your site to be not banned by google in the future, as they don't like you buying links to boost up your backlinks and improve your pagerank. It is better to go for free links in whichever way possible.

Link buying is against Google TOS, but it is the only way to get on first page for very competitive keywords.
