While you want to have as many links pointing to your website, you also want to be careful about where those links are coming from. Avoid extremely long lists of links, otherwise called link farms.

Buying a few links on high PR pages can be extremely helpful. However, if you are concerned primarily with Google you should know they are starting to try to spot these and you could be potentially penalized.

Submit your website (manually, by hand) to as many directories as you can. Also you can write (or have written) articles about your subject. These articles can be submitted to hunderds if not thousands of places that will publish them, keeping your link to your website intact.

Valuable info vchase. Posting on blogs would also help to gain some backlinks. Also don't forget to add your signature on this forum, it's a good way of getting some and you'll get also traffic.

Maybe but link farming still works, Mostly called a Black Hat SEO, But for a mainstream website go for a cleaner way to link exchange. But some niches could benefit in farming so please do specify what you what to build up and follow guidelines.
