I have activated my PayPal acount recently last year in December and verified it using my VCC. Since then i have been always asked by PayPal people to submit my Add Proof. I have registered only for Personal account. Actually i think that this will not so for the Premium acoount.

I use both personal and premium paypal id's for myself. Yes, it is allowed in paypal one to have both different personal and premier account at the same time. I use premier for my high value transactions and personal for lower valued transactions.
